Can be used with or without water.
Aqua, Cetyl Alcohol, Propylene Glycol, Butylparaben, Methylparaben, Propylparaben, Sodium Lauryl Sulfate, Stearyl Alcohol
Apply to skin and massage gently. Rinse with water and pat dry with a soft towel.
If used without water, wipe off excess with soft tissue or cotton wool

It's a very good cleanser. It's written that you can use it in nappy area as well (then rinse) so I believe it's well tolerated by sensitive skin. I used it to remove make up and it doesn't the job.
