Can be used with or without water.
Aqua, Cetyl Alcohol, Propylene Glycol, Butylparaben, Methylparaben, Propylparaben, Sodium Lauryl Sulfate, Stearyl Alcohol
Apply to skin and massage gently. Rinse with water and pat dry with a soft towel.
If used without water, wipe off excess with soft tissue or cotton wool

Great cleanser
I was pleased to get the mini cetaphil cleanser. I have used this previously when my skin was irritated from an allergic reaction. It's really soothing and doesn't sting. Can't say how well it works at removing make up, as I have not used it for this purpose.
