Can be used with or without water.
Aqua, Cetyl Alcohol, Propylene Glycol, Butylparaben, Methylparaben, Propylparaben, Sodium Lauryl Sulfate, Stearyl Alcohol
Apply to skin and massage gently. Rinse with water and pat dry with a soft towel.
If used without water, wipe off excess with soft tissue or cotton wool

Nice cleanser
I like this product, helped remove make up and didn't flare up my skin. I haven't been using it long enough to notice any dramatic skin improvement effects but I know that it hasn't caused any further damage which is perfect!
